Can an ROTC Cadet that is SMP and receiving the GRFD drop the GRFD to go active duty instead?

If an ROTC cadet that is also enlisted in the National Guard and receiving the GRFD drop the GRFD to go active duty instead of going to the guard or reserves? If so, how do you drop the GRFD and what are the consequences?
