The Droid cellphone; help?

Oka, so my birthday is coming up & I want the Droid as one of my presents. But do you HAVE to have the $30 package? It says the chocolate touch has to have the $10 package, but my friend has it & she just told them she didn't want the internet thing. I had the Blackberry Storm (for like a month; but I didn't like it so I gave it away) and I had the $30 package, but I really just don't use it. Help? I'm 13 by the way. Don't tell me I don't "need" that phone either. Cause I want it.
