Are there any demands for places for teens to hang out with billiards?

I'm doing a research and I've noticed that in Sydney, billiards are mostly found in hotels and bars where there is a certain age restriction for customers to play the billiards. If I open a place where people, regardless of ages, can enter and play billiards, will it be a success? Perhaps somewhere in CBD or Darling Harbour
