your in deep dew dew sort of speak , first questions should be how come there is moisture on the interior wall?answer; is because no weeping tile or plugged tile. it is the job of weeping tile to take moisture away from the foundation.. before i did any more permanent work at that location i would get a reputable contractor to investigate the problem .spending some money wisely now may save a bundle later.. the problem will not go away as long as you have snow or rain that can seep down near the exterior foundation..
