Need help to fix open ground problem. From Breaker box to outlets.?

Just got 1958 home. Several outlets show open grd. Isolated one direct from breaker box to outlet. Has 3 wire. Blk to breaker, white to small bar, ground is twisted to other bare copper but does not appear to go anyplace. Is it OK to put bare copper to small bar for ground. Switches and ceiling lights are OK
